Existing Construction
PUD 3 REBATES
- Free Energy Audits An Energy Services Technician can make energy saving recommendations and answer questions about your electric heating system. These audits will help determine the home’s insulation levels in order to be eligible for the insulation rebate program.
- Air Source Heat Pump System - Upgrade to a high efficiency air source heat pump in an existing site-built home or manufactured home. Must be pre-approved.
$915 rebate check - When ductwork is located in an unheated space. Must have:- Heating Seasonal Performance Factor (HSPF) of 8.5 or higher.
- Seasonal Energy Efficiency Ratio (SEER) of 14 or higher.
- Performance Tested Comfort Systems (PTCS) heat pump commissioning required.
- Performance Tested Comfort Systems (PTCS) duct sealing required.
- Work must be performed by a PTCS certified technician.
- A PUD 3 altered service application must be submitted to PUD engineering and the electrical facilities deemed adequate before upgrading to a new heating system.
- Ductless Mini Split Heat Pump System - $1,500 rebate check. Must be pre-approved before installing. Existing site-built construction only with pre-existing electric resistance heat, baseboard or electric wall heat qualifies. Must be installed by a licensed contractor who is on the NW Ductless Heat Pump Project certified contractor list. The homeowner participation form is available here. - Duct Sealing - Performance Tested Comfort Systems (PTCS) duct sealing – up to a $500 rebate check for an electrically-heated, existing site-built home and up to a $400 rebate check for an electrically-heated manufactured home. Work must be performed by a PTCS certified technician.
- Upgrade To A Ground Source Heat Pump - $2,400 rebate check. Site built construction only. Must be preapproved.
- Systems should be designed and installed according to IGSHPA guidelines, manufacturer recommendations, and all local, state, and federal laws and ordinances.
- System installer shall be an IGSHPA Accredited Installer. Exception: Proof of successful completion of an IGSHPA installer’s workshop and exam shall qualify in lieu of IGSHPA Accredited Installer certification.
- ARI-rated COP shall be no less than 3.3 for closed loop systems (GLHP) or no less than 3.6 for open loop systems (GWHP).

- Ductless heat pump (1.0 ton minimum): $800
- ENERGY STAR® qualified geothermal heat pump: $1,500
- Forced-air furnace to air-source heat pump conversion: $1,000

- Heat pump sizing and lock-out control: $200
